Waterline public website home page for a water district, with layered waves, a service status card, and a live news ticker
One platform, three front doors

The website residents see. The system the office runs.
The same login.

Most districts stitch this together from three vendors — a web person, a payment processor, and billing software from another decade. SEK Waterline is all of it, built as one thing.

Public site: alert sign-up, live weather, conservation tip, and document quick links
Residents

A public website that works

Hours, alerts, board meetings, documents, and the annual water-quality report at a permanent link — editable by office staff, readable on any phone.

Customer portal: balance, pay now button, water-use chart, and recent activity
Customers

Bills, paid from the couch

Residents register themselves from the paper bill, see balance and usage, pay by card or bank draft, and set up autopay — the district never touches a card number.

Office dashboard: collected today, outstanding, past due, and cycle progress
The office

A real billing system

Customers, ledgers, meter readings, rates, billing runs, notices, and reports — not a payment link bolted onto a brochure site.

Bill pay, done right

Card or bank draft, receipts, partial payments — and autopay with a brain.

Cards and bank draft (ACH) through Stripe — card details never touch the district's systems
Partial payments, printable bills, and a convenience fee the district sets itself
Autopay on the due date or five days early
The leak safeguard: customers set a limit, and any bill above it is never auto-charged — so a burst pipe becomes a phone call, not a $600 surprise on their card.
Checkout with card or bank choice and the convenience fee shown up front
Payment receipt

Checkout and receipt — the fee is shown before anyone pays, never after.

The office runs on it

From meter reading to "bills are out" — one afternoon, not one week.

Billing run with a pre-flight checklist, a sample bill, and one-click generation for the whole cycle
Full ledger per customer — window payments, adjustments with a required note, deposits, final bills
Rates versioned by effective date, so old bills never change under you
Bring your customer list from any spreadsheet — the import wizard matches columns and never duplicates accounts
Aging, payment register, usage reports, QuickBooks export — and an audit log of who changed what
Billing run screen with pre-flight checklist and sample bill

The billing run: checklist, sample, generate — 60 bills in one click on the demo district.

Meter reading from the truck

The meter reader gets their own app. On the phone already in their pocket.

No app store, no laptop, no clipboard. The tech signs in and sees only their job: the route, the next unread meter, and a big number pad — with instant warnings when a reading looks wrong, and a confirmation before anything saves.

Meter reader's phone home screen: cycle progress and next meters by route
Confirmation screen restating previous reading, new reading, and gallons used
Reading saved, next unread meter offered with one tap

Every reading lands in the office instantly, logged under the tech's name — and flows straight into the billing run.

Answers around the clock

An assistant that actually knows the district.

A chat assistant on every page of the public site answers from the district's own live data — rates, alerts, meeting dates, documents, office hours, and ways to pay. Signed-in customers can ask about their own balance and usage.

The same assistant can answer the district's phone line in a natural voice, look up balances, and hand off to the office when a person is needed
Anyone can request a callback — logged for the office with a name and number
The district names it, turns it on or off, and can read every conversation
District FAQ page with the chat assistant open, answering from district data

The assistant answers from the district's own content — not from the open internet.

One monthly price. Everything above.

Website, bill pay, billing system, meter reading, and the assistant — priced by connection count, sized for districts from 100 to 5,000 meters. Most districts pay more than this for a website alone. Card and bank-draft processing is pass-through at Stripe's posted rates, and the district can cover it with the convenience fee it sets.

Questions boards ask

Straight answers

How long does setup take?

Days, not months. The demo district was imported, seeded, and live the same day. Your timeline mostly depends on how fast we can get your customer list and rate schedule.

Can you import our existing customers?

Yes, included. The import wizard takes a spreadsheet export from whatever you use today, matches the columns, and updates rather than duplicates if it's ever run twice.

What are the card fees?

Stripe's posted rates, passed through — roughly 2.9% + 30¢ per card payment and 0.8% capped at $5 per bank draft. The district sets its own convenience fee and can cover the cost entirely.

Who hosts it? What do we maintain?

Nothing. SEK Waterline runs on managed cloud hosting with automatic backups. Card and bank details are entered in Stripe-hosted fields — Waterline never stores them.

Can we use our own domain?

Yes — every district gets its own domain and its own branding, colors, and content.

Who's behind it?

SEK Waterline is our second in-house product, from the same team that builds and runs SiteWorks work order software. Built on 16 years of doing the work, not just talking about it.
